Village of Franklinville
December 28, 2009

The regular meeting of the Board of Trustees was held in the Village office at 7:00pm. Members present were Mayor Robert Breton, Trustees Don Bentley, Rick Bull and Ryan Jordan. Trustee McCall was absent. Others present were Susan Fuller, Chief Tony Wolfer and SPW Trzepacz. Mayor Breton stated the meeting would be tape-recorded. Trustee Bentley moved, 2ndby Trustee Jordan to approve the minutes from the December 14, 2009 meeting. All ayes. Motion carried. No Scheduled Guests or Petitions and Request from the floor.

Department Heads-
Chief Wolfer-presented the resignation from Officer Jared Pierce effective January 3, 2010. Trustee Jordan moved, 2ndby Trustee Bull to accept the resignation with regrets. All ayes. Motion carried. Chief Wolfer has begun the replacement process and will notify the Board for a date to conduct interviews. SPW Trzepacz- handed out a report. A notification will be publicized regarding a water testing issue, an issue arose from one specific place. Trustee Bull asked if the issue is resolved and SPW Trzepacz said yes it has, Trustee Jordan asked if the notice could state that the issue was at one location and SPW Trzepacz said the notice is provided by the Catt County Health Department and they keep it pretty generic. Trustee Jordan commented that there is nothing wrong with the Village water supply and he doesn’t understand why a Village wide notice needs to be sent out. SPW Trzepacz said that if he gets calls he informs people that it is an isolated incident due to a faulty faucet. The notice requirement is due to more stringent rules set by the NYS Health Department.

Mayor Breton referred to a letter sent by Duane Armison and Linda Harrington regarding a deteriorating tree on their street. SPW Trzepacz will address it with Mr. Fries and forward along to the Tree Commission.

Mayor Breton will have updated copies of the personnel policy for all Trustees for them to review. Mayor Breton stated that he has requested Chief Wolfer, Trustee Jordan and SPW Trzepacz to begin creating an inventory list to have it ready for insurance quotes next year.

Trustee Jordan and Clerk Sage will begin gathering quotes for medical insurance.
Budget preparation will begin soon. Trustee Jordan moved, 2ndby Trustee Bentley to accept the bills totaling $20,133.98 from the General Fund, $11,265.77 from the Water Fund and $15,274.12 from the Sewer Fund. All ayes. Motion carried.

Trustee Jordan, 2ndby Trustee Bull to adjourn meeting. All ayes. Motion carried.
